في مارس عام 1970 عقد برعاية الملك فيصل مؤتمر وزراء خارجية البلدان الاسلامية وحضره مندوبون عن 23 بلدا اسلامية

و بمبادرة من الملك فيصل أقر المؤتمرون بالإجماع تأسيس صندوق “الجهاد” ضد إسرائيل. و شاهد المؤتمر تعاون و وحدة عربية كان شعارها
